Brandon Louis Chillow, a former substitute teacher at Vincent Middle School sentenced to 10 years of deferred adjudicated probation after being found guilty on two counts of sexual assault of a child, appeared before Jefferson County 252nd District Court Judge Raquel West on April 29 for allegedly violating the terms of his probation.

As part of his probation conditions, Chillow was required to abstain from all intoxicating substances, including alcohol, and remain at his residence in Jefferson County. However, on Nov. 16, 2024, Chillow was arrested in Orange County and charged with driving while intoxicated with an open container, in clear violation of those terms.

Chillow admitted to five of the seven alleged probation violations but denied being intoxicated at the time of his arrest. In addition to the DWI-related violations, he is also reportedly behind on court-ordered fees.

West found Chillow guilty of violating his probation and reset the case for sentencing to allow for further review of his probation history. He remained in custody at the Jefferson County jail as of press time.

During April and May of 2019, Chillow, while working as a substitute teacher at Vincent Middle School, was reported for engaging in predatory sexually abusive acts that included grooming and soliciting minors to engage in sexual acts with the intent of sexual assault of Victim 1, who was 13 at the time. Chillow sent pornographic images of himself to the victim as found on the victim’s devices and the educator was subsequently indicted on a felony charge of online solicitation of a minor, for which he pleaded guilty on March 24, 2021, and was sentenced to 6.5 years in prison. 

Prior to soliciting Victim 1, Chillow engaged in similar sexual abuse of Victim 2, who was 15 at the time, on or about April 26, 2019, and was the basis of a separate felony indictment for improper relationship between educator and student. According to those charges, Chillow knowingly and intentionally engaged in sexual intercourse with a student enrolled at Vincent Middle School. He pleaded guilty to said felony charge also on March 24, 2021, and was sentenced to 6.5 years in prison for the offense. 

Chillow’s case was key evidence in a case before Judge Michael J. Truncale’s federal U.S. District Court in May 2024, in which a jury concluded that Beaumont ISD administrators and the elected Board of Trustees failed to protect students from sexual assault even after allegations of sexual assault were made against Chillow. BISD officials, it was determined, employed Chillow even after allegations of misconduct was reported as he was ultimately kept on staff and moved to other campuses, where he continued to reoffend. The verdict found BISD liable for Title IX and civil rights violations following the sexual assault of two former students, Chillow’s victims, awarding a total of $3.45 million in damages.

BISD filed an appeal in this verdict.
