ATLANTA, Ga. (Atlanta News First) — Four convicted sex offenders, including a former doctor, have been indicted for allegedly sharing child pornography while serving time in an Atlanta federal prison for similar crimes, prosecutors said Wednesday.Justin Neisler, a former Denver-based doctor, was arraigned in federal court Wednesday on two counts of possessing child sexual abuse material (CSAM) while incarcerated at the Federal Correctional Institution in Atlanta (FCI Atlanta), said the U.S. Attorney’s Office for the Northern District of Georgia.Neisler is serving a 23-year prison sentence for producing CSAM. A grand jury indicted him on the new charges Oct. 27.Over the summer, three other FCI Atlanta inmates—Dustin Bishop, Jacob Breslin, and Harold Nuckols—were also indicted on charges related to possessing and distributing CSAM.In March 2026, Federal Bureau of Prisons (BOP) investigators at FCI Atlanta uncovered inmates who allegedly were receiving, possessing and distributing CSAM among themselves. Bishop, who was serving a 10-year sentence for receiving CSAM, and at least one other inmate allegedly obtained illegal, contraband cellphones and used them to search the dark web for CSAM. Bishop and others then downloaded the CSAM onto SD cards that inmates had removed from MP3 players. Bishop and another inmate then allegedly used a contraband SD card reader to print the CSAM on the prison library copy machine, sometimes on the back of religious material. Bishop and another inmate then allegedly sold the CSAM to fellow inmates, including Breslin, who is serving a 15-year sentence for possessing and receiving CSAM. Bishop and another inmate also allegedly sold obscene depictions of fictious children engaged in sexually explicit conduct—including depictions of young Disney characters being sexually assaulted—to other inmates, including Nuckols, who is serving a sentence of more than 4 years for possessing CSAM. BOP investigators also allegedly found a contraband cellphone containing CSAM under Neisler’s pillow.During the investigation, BOP investigators found approximately 450 CSAM images and videos at the prison, prosecutors said.Bishop, 38, of Raleigh, North Carolina, was arraigned on Aug. 31 on federal charges of distribution of CSAM. A grand jury indicted Bishop on Aug. 25.Breslin, 34, of Merritt Island, Florida, was arraigned on Aug. 7, on federal charges of receipt and possession of CSAM. A grand jury indicted Breslin on July 28.Nuckols, 29, of Henrico, Virginia, was arraigned on Aug. 7, on federal charges of possessing obscene depictions of children engaged in sexually explicit conduct. A grand jury indicted Nuckols on July 28.“Prison bars allegedly did not stop these defendants from re-victimizing innocent children for their perverted and depraved gratification,” U.S. Attorney Theodore Hertzberg said in a statement. “Contraband cell phones pose a clear risk to public safety, and my office will continue to arrest, prosecute, and seek additional prison time for inmates who commit new crimes, especially crimes involving child exploitation, while in custody.”If convicted, Neisler and Nuckols face at least 10 years, and Bishop and Breslin face at least 15 years, of imprisonment without the possibility of parole. The judge may order that any additional sentence be served consecutively to a sentence each defendant is currently serving.Copyright 2026 WANF. All rights reserved.
