The U.S. Embassy in Mongolia, in collaboration with the Bar Association of Mongolia, is supporting a groundbreaking two-week cybersecurity training program August 4-15, 2025.

This initiative, supported by the U.S. State Department’s Fulbright Specialist Program, underscores the United States’ expertise in cybersecurity and our commitment to advancing security goals with our partners, and reflects Mongolia’s strategic commitment to enhancing cybersecurity across government sectors.

Dr. Divine Sufor Anye, a distinguished cybersecurity expert and strategist is leading the training.  He brings over 18 years of experience in cybersecurity and information technology in military, federal, and private sectors. He serves as a Cybersecurity Advisor to the Government of Kosovo under the U.S. Department of State’s Global Defense Reform Program. With multiple doctoral degrees in artificial intelligence, technology, and cybersecurity, Dr. Anye is a published scholar and adjunct professor.  His expertise spans cyber risk management, cyber threat analysis, Artificial Intelligence (AI) governance, and the protection of critical infrastructure.

Program Overview

In the first week, training focused on protecting the information infrastructure of Mongolia’s judiciary and reducing risks in the cyber environment. This marked the first practical cybersecurity training implemented under the Fulbright Program specifically for judicial institutions in Mongolia. The second week of training is to be attended by representatives from the National and Public Computer Security Incident Response Team, the Military Cybersecurity Command, the Cyber Crime Division of the National Police Agency, and the Cybersecurity Information Management Center (MN-CERT).

The Secretariat of the Cybersecurity Council has actively supported the training by providing the necessary environment and conditions. This project was initiated by Judge G. Davaadorj, Head of the Civil Law Committee of the Bar Association of Mongolia and Chief Judge of the Capital City Civil Court of Appeals. It reflects Mongolia’s strategic commitment to enhancing cybersecurity across government sectors.
