Half of Montgomery’s $243,530 payment to Louisiana private security company went to CEO’s LLC, former Shreveport mayor’s brother

Approximately half of a $243,530 payment sent by the city of Montgomery to TrafficServe, a Louisiana private security company, went to an LLC registered by the company’s CEO and to the brother of former Shreveport Mayor Adrian Perkins for consulting expenses.

The city has issued a notice of intent to terminate the contract and recently issued a request for proposals seeking private traffic response services. The $1.45 million contract with TrafficServe was awarded by the city originally through a sole-source process and was not bid.

According to Montgomery’s open finance portal, the city paid $243,530 to Government Services Company LLC, or TrafficServe, for “traffic accident response” on March 10. A contract between the city and TrafficServe was signed in October.

TrafficServe is a civilian accident investigation startup based in Louisiana that proposes handling minor accidents in place of Montgomery Police officers. The company would provide three cars for civilian traffic accident investigators and two additional employees for eight hours a day, five days a week.

Under the plan, civilian investigators would write up accident reports for minor accidents during that time and handle light traffic duties.

Marcus Toussaint is the co-founder and CEO of TrafficServe. Former Shreveport Mayor Adrian Perkins is also apparently involved in the company, according to emails between Montgomery officials and TrafficServe about the contract.

According to an invoice, TrafficServe billed the city of Montgomery $53,333 in February for consulting services performed by Jeffrey Oliver. According to the Shreveport Times, Oliver is the older brother of Perkins

TrafficServe also reimbursed Sand Table, an LLC registered to Toussaint, for down payments on six service vehicles, according to an invoice. According to the Louisiana Secretary of State’s Office, the LLC is not in good standing for failure to file an annual report.
