Chandigarh: Haryana chief minister Nayab Singh Saini on Tuesday said the state govt’s aggressive and technology-driven crackdown on cybercrime was showing tangible results, with a notable decline registered in cyber fraud cases in 2025, even as law enforcement agencies significantly ramped up arrests, sending a strong message to cyber criminals across Haryana.Replying to a question by MLA Aftab Ahmed during Question Hour in Haryana Vidhan Sabha on Tuesday, Saini said cybercrime cases in the state dropped from 6,054 in 2024 to 5,000 in 2025, marking a decline of nearly 17%. Fraud cases also saw a substantial drop, decreasing from 9,804 in 2024 to 6,324 in 2025, showing a reduction of around 36%.The CM said the police administration was continuously working with seriousness and promptness to effectively control cybercrime, and the positive impact of these efforts was now visible. He added that the state govt created a separate cybercrime department to tackle the growing challenge of such offences.Saini said strict action was being taken against those involved in cybercrime. While 5,156 arrests were made in 2024, the number increased to 8,093 in 2025, registering a jump of about 57%.He further said the nature of cybercrime was constantly evolving, with fraudsters using new techniques, including so-called “digital arrest” scams. In such cases, defrauded money is routed through multiple bank accounts. Acting swiftly, the police, in coordination with banks, ensure that the amount is immediately put on hold. The proportion of such held amounts increased from 27% in 2024 to 40% in 2025 — an increase of 13 percentage points, Saini informed.The CM said the govt implemented the ‘Zero FIR’ system in cybercrime cases, under which victims could register complaints by calling on the 1930 helpline. The FIR is automatically transferred to the police station concerned, ensuring prompt action.He said 16 nodal officers from different banks had been deployed in the Cyber Crime Control Room, where they coordinated with the police to help freeze the defrauded amount. The money cannot be withdrawn until the investigation is completed, Saini added.On cybercrime and “digital arrest” cases, the CM said people above 60 years of age were among the most affected. Keeping this in view, the govt is considering a dual OTP provision. Under the proposed system, when an OTP is sought for a bank-linked transaction, it will be sent not only to the elderly person but also to their child. The transaction will be completed only after both OTPs are entered, a move expected to significantly curb cybercrime and “digital arrest” frauds.Julana civic body corruption caseCM Nayab Saini said an FIR had already been registered against the chairman of the Julana municipal committee and a contractor in connection with the alleged corruption case. He informed that the matter was currently under investigation and assured that strict and appropriate action would be taken based on the findings of the inquiry. Saini was responding to a query by MLA Vinesh Phogat during the Question Hour.Waste water management plantHaryana development and panchayat minister Krishan Lal Panwar on Tuesday informed that an inter-departmental committee under the chairmanship of additional deputy commissioner-cum-chief executive officer, zila parishad Rewari, had been constituted to look into the issue and identify a probable solution for the construction of liquid waste water management plant in gram panchayat Akera and Ghatal Mahaniyawas of the Rewari assembly constituency.The minister was responding to a question by a member during the ongoing budget session of the Haryana Vidhan Sabha.Panwar informed that the population of village Akeda was 5,814, and that of village Ghatal Mahaniyawas was 4,629. Both villages are adjoining, and there is no available gram panchayat land nearby for necessary development works. However, as per provisions, if the population of a gram panchayat exceeds 10,000, it can be converted into a ‘Mahagram’, making it eligible for the installation of a sewerage system. Therefore, it has been proposed to club both villages and include these under the ‘Mahagram’ category so that a sewerage system can be provided, he said.Compensation released for farmersHaryana agriculture and farmers’ welfare minister Shyam Singh Rana said compensation had been released to 1,57,455 farmers whose bajra (pearl millet) produce could not be sold at the minimum support price (MSP).While responding to a question during the ongoing budget session, Rana said farmers who had to sell their produce below the MSP were compensated to offset the loss, with payments made at the rate of Rs 575 per quintal.He further informed the House that payments of 601 farmers were still pending due to incorrect bank account details submitted at the time of registration. These farmers are being continuously contacted and advised to update their correct details on the ‘Meri Fasal Mera Byora’ portal. The pending amount will be released once the information is corrected, the minister added.Irrigation system in AssandhHaryana’s irrigation and water resources minister Shruti Choudhry on Tuesday informed the House that the govt was planning to take significant steps to strengthen the irrigation system in the Assandh assembly constituency.A proposal for the reconstruction of canals/minors located around villages Jaisinghpura, Malikpur, Duperi, Phafadana, Salwan, Kudlan, Uplana, Gangatehri, Popra, Danoli, and Aradana, which fall under the Assandh assembly area, is under consideration by the govt, she said.The minister stated that there was a possibility of receiving funds from the World Bank in the financial year 2026-27. After this, the reconstruction and repair work of 10 canals will begin. The work is expected to be completed within the next three years, she added.To another question, Shruti Choudhry said for the remodelling and reconstruction of watercourses in lined canals across the state, it was mandatory that the watercourse should be at least 20 years old and more than 75% damaged. In such cases, Water User Associations are required to contribute 1% of the total reconstruction cost.She further clarified that in special circumstances, watercourses older than 15 years and more than 75% damaged might also be considered for reconstruction. However, in such cases, the Water User Associations must contribute 25% of the total project cost.Deaddiction centre at TauruHaryana health minister Arti Singh Rao has informed the House that a de-addiction centre would be set up at the community health centre in Tauru, under the Ferozepur Jhirka Vidhan Sabha constituency.She said two govt de-addiction centres were already operational in Nuh district — one at Shaheed Hasan Khan Mewati Medical College, Nalhar, with 10 beds, and another at the District Civil Hospital, Mandikhera, with 17 beds.The minister further shared that no deaths due to drug abuse had been reported in Nuh district since 2023. Highlighting the state’s anti-drug initiatives, she said the ‘MANAS’ Madak Padarth Nishedh Asuchna Sahayata (National Narcotics Helpline 1933) served as a public reporting platform for drug-related activities, with inputs monitored by the Narcotics Control Bureau.The platform received 564 calls from across the state in 2025 and 163 calls so far in 2026, including 23 calls from Nuh in 2025 and eight in 2026.She further informed that 20,788 inspections had been carried out across the state, resulting in cancellation of 81 licences, partial cancellation of 18, and suspension of 1,989 licences.Additionally, 438 raids led to 297 drug seizures. CCTV cameras have been installed in 35,754 out of 37,083 chemist shops, ensuring 96.4% coverage by December 2025. In Nuh district, 644 out of 674 chemist shops have been covered with CCTV surveillance. During 2025, regulatory actions in the district included three raids, 25 inspections, and suspension of 24 licences, said Arti Singh.The minister further said a govt medical college was being set up in village Rasulpur of Fatehabad district and it would be named Guru Ravidas Medical College. Land measuring over 263 kanal and 14 marla has been identified by the gram panchayat for the project, and the process to appoint an executing agency for construction is currently underway, she said in response to another question.Ballabhgarh land recordUrban local bodies minister Vipul Goel on Tuesday informed the House that the land near the Govt Girls Senior Secondary School on Tigaon road in Ballabhgarh was Shamlat Deh (common village land).As per the order dated Jan 18, 2005, this land falls under the jurisdiction of the municipal corporation Faridabad. Goel said, according to revenue records, the land was in the possession of the MC. However, some portions of the land are under litigation. In 2002, the high court ordered maintaining the status quo. Some individuals have encroached upon about one kanal of land, he added.Several cases related to this matter are still pending in court.
