Haryana’s aggressive, technology-driven crackdown on cybercrime is beginning to show results, with a significant decline in both cybercrime and fraud cases across the state.
According to data shared during the budget session by Chief Minister Nayab Singh Saini, cybercrime cases dropped from 6,054 in 2024 to 5,000 in 2025 — a decline of nearly 17%. Fraud cases saw an even sharper fall of around 36%, decreasing from 9,804 in 2024 to 6,324 in 2025.
At the same time, enforcement has intensified. Arrests in cybercrime cases rose sharply from 5,156 in 2024 to 8,093 in 2025, marking an increase of about 57%. The surge in arrests is being seen as a strong deterrent against cyber offenders operating in and beyond the state.
Despite these gains, officials noted that cybercrime continues to evolve, with fraudsters adopting newer methods such as “digital arrest” scams. In such cases, defrauded money is routed through multiple bank accounts to evade detection. However, coordinated action between police and banks has improved recovery efforts. The proportion of funds successfully put on hold rose from 27% in 2024 to 40% in 2025 — an increase of 13 percentage points.
“The police administration is continuously working with seriousness and promptness to effectively control cybercrime, and the positive impact of these efforts is now visible,” the Chief Minister said.
To further strengthen enforcement, the government has proposed the establishment of three new cyber police stations in Gohana, Bahadurgarh and Sonepat in the 2026-27 Budget.
Recognising that senior citizens are among the most vulnerable to cyber fraud, the government is also considering a dual OTP mechanism. Under this proposal, when a bank-linked transaction is initiated, a one-time password would be sent to both the elderly individual and a designated family member. The transaction would only be completed after both OTPs are entered, a step aimed at curbing fraud, especially “digital arrest” cases.
Additionally, the state has implemented a Zero FIR system for cybercrime complaints. Victims can dial the 1930 helpline to register complaints, which are automatically forwarded to the police station concerned for action.
To enhance coordination, 16 nodal officers from various banks have been deployed in the Cyber Crime Control Room to assist police in freezing defrauded funds until investigations are completed.
