Government, industry and academia map out national migration strategy as quantum computing threatens current encryption systems
Indonesia is stepping up preparations for the cybersecurity risks posed by quantum computing through closer cooperation between government-industry-academia and cybersecurity communities.
The Coordinating Ministry for Political and Security Affairs (Kemenko Polkam), the National Cyber and Encryption Agency (BSSN), PT Telkom Indonesia (Persero) Tbk, academics and industry representatives discussed the issue at a coordination meeting on the urgency of developing policies for the post-quantum computing (PQC) era on Thursday, August 6, 2026.
Deputy for Communication and Information Coordination at Kemenko Polkam, Air Vice Marshal Eko Dono Indarto, said preparation for the post-quantum era should be treated as a national strategic priority because advances in quantum technology could fundamentally change the cybersecurity landscape.
“Preparation for the post-quantum era is no longer a sectoral issue, but a national strategic agenda that requires close collaboration between the government, industry, academia and the community,” Eko said, on Tuesday, August 11, 2026.
The meeting identified several priorities, including developing a national roadmap for migration to post-quantum cryptography, prioritizing the protection of highly confidential data and strengthening coordination among ministries and government agencies.
The forum also proposed establishing a National Quantum Center as a national hub for quantum research, standardization, talent development and technology implementation.
Telkom prepares quantum-safe infrastructure
BSSN Deputy for Cybersecurity and Encryption Strategy and Policy, Air Vice Marshal R. Tjahjo Kurniawan, said cybersecurity would remain a critical foundation for Indonesia’s digital transformation.
He called for greater awareness of quantum-based cyberattacks risks and a gradual, measurable transition toward quantum-resistant cryptography. BSSN has established a National Task Force for Post-Quantum Cryptography Migration to support the national roadmap and accelerate Indonesia’s readiness for a more resilient digital ecosystem.
Telkom also pledged to support the government through research, innovation, and infrastructure development.
Telkom Strategic Business Development & Portfolio Director Seno Soemadji said the company would strengthen PQC research through Telkom University, including work on quantum error correction and digital talent development.
“Telkom is ready to take on the role of a strategic partner through stronger research and innovation, joint talent development with Telkom University, and digital capabilities that support the creation of a quantum-safe ecosystem,” Seno said.
Telkom is also studying quantum-safe networks and developing plans for quantum-safe data centers to protect strategic data against future quantum threats.
“The quantum computing era will fundamentally change the paradigm of digital security. Therefore, what needs to be built is not only technological readiness, but also national capability,” Seno said.
Preparing before the threat materializes
Communication & Information System Security Research Center (CISSReC) Chairman Pratama Persadha said organizations should not wait until quantum computers become capable of breaking current cryptographic systems before taking action.
He recommended that organizations begin by inventorying digital assets and identifying their most critical data. This would allow migration to quantum-resistant security systems to be carried out gradually.
Quantum computing could significantly increase computational capabilities and drive new innovation, but it could also undermine encryption technologies currently used to protect digital transactions, communications and strategic information.
The government hopes stronger coordination among public institutions, businesses, researchers and cybersecurity communities will help Indonesia mitigate future cyber threats while enabling the country to harness quantum technology to strengthen digital competitiveness and sovereignty.
