LIVINGSTON — For the second time this year, Livingston Parish Sheriff Jason Ard’s Internet Crimes Against Children Task Force has teamed up with TV journalist Chris Hansen to take suspected online predators off the streets.
The latest effort, dubbed “Operation Waterfront”, ran through June and July 2025 and led to 15 arrests. Earlier this year, a similar partnership netted 11 arrests in just three days.
The team worked with Hansen’s crime-focused streaming series Takedown with Chris Hansen, along with the Louisiana Attorney General’s Louisiana Bureau of Investigation, Ascension Parish Sheriff’s Office, and Covington Police Department.

The latest investigation targeted individuals suspected of using social media to exploit children. Sheriff Ard said the operation resulted in 15 arrests on charges ranging from indecent behavior with juveniles to computer-aided solicitation of minors. One suspect also faces an attempted exposure to AIDS virus charge.

- Cecil Anderson, 29 (Indecent behavior with a juvenile / Comp. Aided Solicitation of a minor)
- Lester Verrett, 32 (Indecent behavior with a juvenile / Comp. Aided Solicitation of a minor)
- James Busby Jr., 46 (Indecent behavior with a juvenile / Comp. Aided Solicitation of a minor)
- Lamar Champ, 42 (Indecent behavior with a juvenile / Comp. Aided Solicitation of a minor; resisting arrest)
- Antonio Phill, 32 (Indecent behavior with a juvenile / Comp. Aided Solicitation of a minor)

Ard said that 12-15 year olds are the most susceptible victims and that there are 500,000 predators online daily. The sheriff said that 89% of sexual advances on children occur in internet chats.
Another statistic is that 40% of children remove restrictive settings to attract more friends / followers on social media. It’s why Hansen says parents have a huge responsibility of monitoring what your children are doing online as time have changed drastically.
“You have to have a conversation that is age appropriate the moment your child has access to the internet. When I was growing up, the advise was, ‘Don’t talk to strangers.’ Great advise then, great advise today. The problem today is the guy who is a stranger Wednesday is not a stranger by Friday and kids often times are adventurous. They’re curious and the predators know this and they can play on the vulnerabilities that every child has,” Hansen said. It’s why it’s crucial for parents to be involved.
