LANSING, Mich. (News 10) – Michigan Attorney General Dana Nessel announced a landmark multistate settlement with Meta Platforms Inc. that will require the company to implement new child-safety measures on Instagram and Facebook.
Michigan will receive at least $171 million under the agreement, which resolves claims brought by 47 states, the District of Columbia, Puerto Rico, American Samoa and the Northern Mariana Islands.
The coalition alleged Meta designed Instagram with addictive features, knowingly exposed young users to serious mental health harms and misled the public about the safety of its platforms.
The settlement requires Meta to implement a series of safety measures for children, including a combined two-hour daily time limit on Instagram and Facebook, mandatory breaks during extended use and nighttime access restrictions from midnight to 6 a.m.
The platforms also will limit school-time access by eliminating push notifications on weekdays from 8 a.m. to 3 p.m. during the school year.
Other requirements include stronger age-verification measures, safer content controls, enhanced parental controls and limits on social-comparison features, including beauty filters and visible like counts.
The measures will be independently audited and reviewed by the states to assess their implementation and effectiveness.
“For too many years, social media platforms have traded our children’s mental health for engagement on their apps,” said Attorney General Nessel. “This historic settlement holds Meta accountable and puts critical, first-of-its-kind safeguards in place to protect Michigan kids, including daily screen breaks, nighttime access blocks, and the removal of harmful features like public like counts.”
The settlement also resolves claims that Meta shared nonpublic Facebook user information with third parties, including Cambridge Analytica, leading up to the 2016 election.
