The Illinois State Police arrested a man accused of failing to register as a sex offender. Carlos Luca, 47, of Momence was charged with Failure to Register as a Sex Offender, a class three felony. ISP special agents were conducting a separate investigation and attempted to speak to Luca at his residence in Momence on June 12th.
Luca refused to exit his residence and speak with officers. Special agents obtained a search warrant and took Luca into custody. Luca is required to register on the Child Sex Offender Registry for life due to a previous conviction for Aggravated Criminal Sex Abuse of a Victim under the Age of 16.
Luca failed to register and was considered non-compliant. Luca was transported to the Kankakee County Jail.
