Naidu orders Zero FIR mechanism to curb cyber crime | #cybercrime | #infosec


Chief Minister N. Chandrababu Naidu on Friday directed officials to implement a Zero FIR mechanism to effectively curb cyber crimes in the State.

He said complaints received through the proposed cyber war room should immediately lead to the registration of Zero FIRs so that banks could be alerted within the ‘golden hour’, helping prevent fraudulent transfers from victims’ accounts.

Reviewing cyber crime prevention measures, Mr. Naidu stressed the need for stronger coordination with banks to tackle cyber fraud and for wider public awareness campaigns, with particular focus on the growing menace of digital arrests.

He suggested that cyber patrolling be undertaken on the lines of conventional police patrolling to prevent citizens from falling prey to cyber criminals.

Director General of Police Harish Kumar Gupta gave a presentation on the proposed ‘AP Cyber Guard’ initiative, which is being designed around a six-pillar response system to combat various forms of cyber crime. The pillars include a cyber war room, a call centre linked to the toll-free helpline 1930, technology and AI integration, capacity building, a three-tier architecture, and public awareness programmes.

The cyber war room is being set up at Prabhala Tech Park in Mangalagiri, where a building has already been identified. It will comprise 11 specialised divisions, including emergency response, cyber threat intelligence and analytics, cyber security operations, cyber training and awareness research, legal and policy compliance, and district coordination. The facility is expected to become operational within the next 30 days.

The 1930 cyber helpline and its dashboard will be integrated with the National Cyber Crime Reporting Portal. The Police Department is also working with the RBI and leading banks to implement MuleHunter.AI for enhanced detection of cyber fraud. Teams from the AP CID and AP Technology Services recently visited the Indian Cyber Crime Coordination Centre in New Delhi to study its systems and best practices.

Infrastructure projects

Reviewing infrastructure projects and the functioning of APSRTC, Mr. Naidu directed officials to take steps to ensure the timely completion of ports, airports and other key projects. He asked them to accord priority to the development of the Mulapeta, Ramayapatnam and Machilipatnam ports.

He also called for focused efforts on the procurement of electric buses and the optimal utilisation of APSRTC assets to strengthen the corporation.
