A Pennsylvania serial child predator who was convicted nearly a decade ago was arrested again for violating Megan’s Law and possessing thousands of sexually explicit photos and videos of children, investigators said.

Kevin Bader, 36, of Elkins Park, Pennsylvania, was arrested on July 10, 2025, and charged with sexual abuse of children – child pornography.

“Mr. Bader is just a terrible individual,” Abington Township Police Lieutenant Kevin Magee told NBC10. “He’s been arrested before in 2015 for Megan’s Law offenses and he has since reoffended. It’s a terrible situation. An ugly crime against children.”

Under Megan’s Law, Bader was required to alert officials to any computers and mobile devices he had following his 2016 conviction for child pornography. Police, who had been monitoring Bader, said he failed to do so, however.

“We received a tip via Snapchat,” Lt. Magee said. “We tracked back the associated email to him. It was not reported as part of his Megan’s Law administrative requirements.”

After Bader’s most recent arrest, police confiscated his iPhone, tablet and two USB drives. According to a criminal complaint, investigators found thousands of child sexual abuse videos and images. Investigators said the images included children as young as infants. They also said they included sexually explicit photos and videos of underage girls.

“This individual thought he could fly under the radar and unfortunately that wasn’t the case,” Lt. Magee said. “There’s always somebody out there watching while we’re always instructing everybody to be especially vigilant with their children.”

Police haven’t revealed where those images came from.

“If people in the public have had contact with him, have any information in regards to any activities he’s engaged in, certainly can reach out to us in the police department here,” Lt. Magee said.

Bader is currently being held at the Montgomery County Prison and awaiting a preliminary hearing. Online court records don’t list the name of the public defender who could speak on his behalf.
