The pro-Russian hacker group “Server Killers” carried out a large-scale series of cyberattacks against Norway’s government digital systems. The incident was reported by the Center for Countering Disinformation under Ukraine’s National Security and Defense Council.

One of the targets was the Norwegian Digitalisation Agency. The attack disrupted dozens of public online services for three days. At the same time, reports emerged of a data leak involving the country’s state budget.
Hackers linked the attack on Norway to its support for Ukraine
The “Server Killers” group has been active since 2023. Its members had previously attacked the digital infrastructure of Romania and Canada.
The hackers claimed responsibility for the cyberattack on Norway, calling it retaliation for Oslo’s strategic partnership with Ukraine. They also referred to Norway’s decision to continue providing financial support to Kyiv through 2027.
The Center for Countering Disinformation stressed that attacks on the government digital resources of European countries in response to their diplomatic or financial decisions are part of Russia’s hybrid warfare. Such actions are aimed at pressuring Ukraine’s partners and attempting to weaken international support for Kyiv.
Cybersecurity for partner countries
The Center considers coordinated action by the international community necessary to counter pro-Russian hacker networks. Key measures include strengthening joint cyber defense among Ukraine’s partner states and imposing sanctions on groups involved in cyberattacks.
