Sexually Violent Predator Sentenced for Possessing Child Pornography, Including AI-Generated Images • Bucks County, PA | #childpredator | #kidsaftey | #childsaftey

A Warminster man who possessed hundreds of files containing child sexual abuse material, including files he created of an underage neighbor, was sentenced to state prison on Wednesday. Christopher L. O’Neill, 47, received seven to 20 years in state prison for possessing and distributing child pornography, some of which was generated using AI tools. He received an additional, consecutive term of one year of probation. Prior to sentencing, Common Pleas Judge Stephen A. Corr formally designated O’Neill as a sexually violent predator following expert clinical testimony presented by both the prosecution and defense. The designation requires O’Neill to register for life with the Pennsylvania State Police. The victim’s mother and father read powerful victim impact statements, and First Assistant District Attorney Kristin McElroy read a written statement by the victim, detailing the trauma inflicted by the defendant’s actions. Both parents stated that O’Neill has shown no remorse for his crimes. The victim’s father described him as a “predator cornered” who attempted to excuse his actions by blaming substance abuse.  “The level of evil is hard to comprehend,” he added. O’Neill previously entered guilty pleas earlier this year to two counts of possessing child pornography and one count of criminal use of a communication facility. In a second related case, he pleaded guilty to theft by unlawful taking and receiving stolen property. The initial investigation began on June 10, 2025, after the Bucks County District Attorney’s Office received multiple CyberTips. Investigators determined that between September 26, 2024, and May 7, 2025, O’Neill saved, shared, and uploaded a substantial quantity of child sexual abuse material. Law enforcement recovered 694 illicit photos and videos from Google Photos and two images from PicsArt. Forensic analysis confirmed that some of the illicit files involving a 15-year-old neighbor were generated using artificial intelligence. In a separate incident on June 28, 2025, just a day after a search warrant was served to seize the defendant’s electronic devices, O’Neill entered a neighbor’s Warminster home and stole various items, including a pair of the young girl’s underwear. “It’s fortunate that law enforcement was so proactive in this case and moved quickly, preventing anything further from happening to this child,” McElroy said following the sentencing. The investigation was conducted by Bucks County Detectives and members of the Pennsylvania Internet Crimes Against Children (ICAC) Task Force. The case was prosecuted by First Assistant District Attorney Kristin M. McElroy. “This is every parent’s absolute worst nightmare: a neighbor hiding in plain sight who utilized modern technology to exploit and traumatize a child,” said District Attorney Joe Khan. “Thanks to the swift work of our Bucks County Detectives and the prosecution by First Assistant McElroy, our community is safer with this predator behind bars.”
