JAKARTA – The Singapore government revealed that it is dealing with serious cyber attacks targeting critical national infrastructure. This attack is strongly suspected to have been carried out by a cyber spy group called UNC3886, which security experts attributed to China. “UNC3886 is a serious threat to us and has the potential to undermine national security,” said Coordinating Minister for National Security, K. Shanmugam, in a speech on Friday, July 18. “This group targets high-value strategic sectors and vital infrastructure that provide essential services.”

He explained that UNC3886 is known to exploit zero-day vulnerabilities on virtualization platforms, firewalls, and routers to infiltrate the system. After successfully logging in, they plant special malware and rootkit, steal credentials, and move laterally in the system in a way that is barely detectable.

The Singapore government has officially designated 11 sectors as part of the Critical Information Infrastructure (CII). These sectors include: energy, water, banking and finance, health, transportation (land, sea, air), government, information and communication, media, as well as security and emergency services.

“With digital technology increasingly attached to all aspects of life and operations, it is very possible that additional sectors will be designated as CII in the future,” continued Satnam.

A Wave Of Cyber Attacks Widespread In Asia

A Reuters report previously also revealed that Taiwan’s semiconductor industry and a number of investment analysts have been targeted by cyberattacks allegedly launched by Chinese-affiliated hacker groups. The attack was seen as part of a broader cyber spy campaign in the East Asia region.

Concerns over the increase in cyber attacks have prompted many countries to strengthen their digital defense systems. In Singapore, this event could be a critical moment to revisit the readiness of the national security system against increasingly complex and invisible threats.
