The city of Sheboygan said it suffered a significant ransomware attack last year that compromised the sensitive personal information of almost 70,000 individuals.

In a data security incident notice filed with the Office of Maine Attorney General, officials of the city of Sheboygan said that on October 31, the city experienced a network disruption where threat actors infiltrated its internal network and encrypted it with malware.

The city immediately launched an investigation, with assistance from external cyber security experts, to determine the scope of the incident.

“The investigation determined that certain data stored on our systems had been accessed without authorisation. On May 14, 2025, the City learned that some of your personal information was involved in a data security incident,” city officials said.

The compromised data included names, dates of birth, Social Security numbers, license plates or vehicle ID numbers, and drivers’ license or state ID numbers. The filing with the Maine state regulator also states that city officials have identified at least 67,947 individuals impacted by the incident.

“To help prevent something like this from happening again, we have implemented additional technical security measures to enhance the security of our network,” the city officials added.

The city of Sheboygan has advised all affected individuals to regularly monitor their credit reports, account and benefit statements and report any suspicious activity to law enforcement authorities, including the police and the state attorney general.

It has also offered one year of complimentary identity protection and credit monitoring services through Cyberscout to all affected individuals.

On November 22, the Chort ransomware group claimed responsibility for the cyber attack on the city of Sheboygan and listed it as a victim on its data leak site. The group said it stole 200GB of confidential data from the city and threatened to leak it publicly unless its ransom demand was met.
