HYDERABAD: Telangana has ranked first in the country for its overall performance in tackling cybercrime in a nationwide PRAGATI review conducted by the Prime Minister’s Office (PMO) on August 6, 2026.
The assessment covered nine key areas, including the implementation and utilisation of digital platforms developed by the Indian Cyber Crime Coordination Centre (I4C) under the Union home ministry. Independent contemporary reports also confirm Telangana’s first-place ranking in the PMO review.
State assessed across nine key cybercrime performance parameters
The nine parameters were setting up the State Cyber Crime Coordination Centre (S4C), implementation of e-Zero FIR, Grievance Redressal Mechanism (GRM), Money Restoration Module (MRM), Sahyog Portal, Samanvaya Portal, identification of cybercrime hotspots, capacity building of law enforcement officers through CyTrain and Cyber Command, and Information, Education and Communication initiatives.
The Centre has advised states and Union territories to establish S4Cs along the lines of I4C to facilitate exchange of cybercrime threat information.
According to the press note, Telangana was commended during the review for setting up the country’s first S4C, implementing e-Zero FIR and effectively using key I4C platforms, including Samanvaya, Sahyog, GRM and MRM.
The Telangana Cyber Security Bureau has also introduced a dedicated helpline, 8712665600, to assist citizens with grievances concerning GRM and MRM. Instructional videos explaining the two mechanisms have been published on the bureau’s social media handles.
GRM action rate at 88%, MRM orders at 81.38%
The GRM is designed to process and track grievances concerning freezing or unfreezing of bank accounts and removal of debit freezes, liens or holds imposed during law enforcement investigations.
According to TGCSB data as on August 2, 2026, Telangana received 2,368 grievance requests, of which law enforcement agencies acted on 2,086, recording an 88% action rate.
The MRM facilitates restoration of frozen cyber fraud proceeds to victims through coordination between law enforcement agencies and financial intermediaries.
Victims can claim refunds of up to ₹50,000 per transaction through the portal without an FIR or court order, subject to prescribed guidelines, the press note said. For amounts above ₹50,000 per transaction, restoration requires an FIR and court order.
As on August 2, the module showed 34,524 restorable cases involving ₹16.42 crore. Law enforcement agencies had issued 28,097 orders, accounting for 81.38% of the cases.
The Sahyog Portal enables law enforcement agencies to send statutory notices and requests to social media platforms, service providers and other online intermediaries for measures including removal or blocking of content and disclosure of data.
Telangana had generated 1,529 request IDs covering 22,447 URLs as on August 2. Access to 20,070 URLs was removed or disabled, giving the state an 89.41% removal rate.
Samanvaya records 96.68% completion of incoming requests
The Samanvaya Portal facilitates interstate coordination by allowing law enforcement agencies to share cybercrime intelligence, accused profiles, crime links, investigation requests and analytical reports. The Union home ministry has described Samanvaya as a data repository and coordination platform for cybercrime data sharing and analytics among states and Union territories.
Telangana received 6,721 Cyber Investigation Assistance Requests (CIARs) from other states as on August 2. Of these, 6,518 were completed and 203 remained pending, translating into a 96.68% completion rate.
The state sent 7,018 CIARs to other states. Of these, 5,560 were completed and 1,458 were pending, recording a 79.22% completion rate.
Under accused profiling on the Samanvaya Portal, Telangana uploaded 3,524 cases and 5,493 profiles of arrested persons, resulting in 14,964 interstate linkages, according to the press note.
Shikha Goel, Principal Secretary to Home and Director of TGCSB, attended the PMO video conference and said she was glad to share that Telangana had ranked overall No. 1 in the country.
