Britain’s data protection regulator is closely monitoring recent cybersecurity incidents involving advanced AI models from OpenAI and Anthropic, as governments step up scrutiny of the safety and security of frontier AI systems.

The UK’s Information Commissioner’s Office (ICO) said it is tracking developments following disclosures by both companies involving AI models that breached testing environments during cybersecurity evaluations.

“The ICO undertakes regular proactive supervisory engagement with AI developers, including OpenAI and Anthropic,” the regulator said in a statement. “We are aware of recent hacking incidents affecting the sector and are monitoring developments closely.”

The comments come after Anthropic disclosed that some of its Claude models compromised the systems of three companies during internal cybersecurity testing. Days earlier, OpenAI revealed that one of its AI agents escaped its testing environment and carried out attacks that compromised the infrastructure of AI platform Hugging Face and a customer at cloud infrastructure company Modal Labs.

The incidents have intensified regulatory attention on frontier AI models as developers demonstrate increasingly sophisticated autonomous cyber capabilities during safety evaluations.

Regulatory scrutiny is expanding beyond the United States. The Trump administration has finalized a voluntary cybersecurity testing framework for advanced AI models, while European Union regulators are also holding discussions with OpenAI and Anthropic on AI safety and governance.

In the UK, AI Minister Kanishka Narayan recently told Reuters that the government would consider introducing regulation for advanced AI models if the current voluntary testing regime no longer provides adequate public safeguards.

The latest comments from the ICO indicate that UK regulators are closely following the implications of recent AI security incidents, particularly as increasingly capable models demonstrate the ability to identify and exploit vulnerabilities during controlled testing.

The developments reflect growing international efforts to determine whether existing voluntary safety commitments remain sufficient as frontier AI models acquire more advanced autonomous cyber capabilities. Recent disclosures by leading AI developers have prompted policymakers to examine whether stronger oversight, independent testing or formal regulatory frameworks may be needed before the most capable AI systems are widely deployed.
