Lucknow: In a significant policy shift to strengthen cybercrime enforcement, the DGP Headquarters has abolished the earlier Rs 5 lakh threshold for registering cases at cybercrime police stations. Now, all cybercrime complaints under the IT Act—irrespective of the financial value—can be registered and investigated at designated cyber police stations. The directive empowers district police chiefs and commissionerates to allocate investigations under the IT Act to cybercrime police stations at their discretion. The move aims to ensure the optimal utilisation of cybercrime police infrastructure and personnel. The circular outlines a set of mandatory guidelines for police units to follow. Each investigating officer posted at a cybercrime police station must dispose of at least 20 cases per year to ensure accountability and performance. Cases involving fraudulent call centres or those with interlinked incidents across multiple districts must be investigated by dedicated teams at cyber police stations. Any case indicating the involvement of an organised gang should mandatorily be transferred to and investigated by cyber police stations. A monthly audit of all cybercrime investigations must be conducted by a gazetted officer, ensuring proper supervision, quality control and adherence to legal procedures.“Efforts are underway to amend IT Act provisions, enabling sub-inspectors to independently investigate cybercrime cases, thereby speeding up FIR registration and case disposal. The state govt submitted a proposal to the Allahabad High Court to allow the release of frozen funds to cybercrime victims through CFCRRMS (Citizen Financial Cyber Fraud Reporting and Management System) based solely on a written application, without requiring FIR,” said the DGP. Additional DG, Cyber Cell, Binod Singh, said each zonal headquarters will soon have a trained “Cyber Commando” officer to assist investigators with complex cases. So far, 15 UP police officers completed a six-month intensive training course through I4C at reputed institutions. Each district and commissionerate will appoint a cyber nodal officer at the level of additional SP or DCP, with clearly defined responsibilities.
