
Uzbekistan will strengthen measures to combat cybercrime, according to a resolution signed by president Shavkat Mirziyoyev on 30 April, press service of the Justice Ministry announced.
The Ministry of Internal Affairs has been appointed as the authorized body in the field of countering cyber threats. In order to increase the detection rate of cybercrimes, prosecutorial supervision over compliance with the law in this process will be introduced.
According to the document, the use of information technologies in committing crimes is planned to be considered an aggravating circumstance.
Administrative and criminal liability measures are to be introduced for persons who have allowed their bank cards, accounts, electronic wallets or personal data (SIM cards, electronic accounts) to be used to commit cybercrimes.
The Central Bank will introduce a system for identifying signs of fraudulent schemes such as financial pyramids, deputy chairperson of the Central Bank Sodir Melibayev said in an interview to Uzbekistan 24 TV channel.
“An electronic platform to exchange data between the Ministry of Internal Affairs, the Prosecutor General’s Office and the Central Bank will be launched. The process of collecting information constituting a bank secret will be fully automated. The prosecutor’s sanctions will be received electronically. In addition, it is planned to improve financial literacy through the media and online communities,” he noted.
By 1 September, the Central Bank should complete the integration of data from all banks and credit bureaus into a single platform, as well as launch a centralized anti-fraud system.
The document also entrusts the Ministry of Digital Technologies with implementing systems to limit spam calls by the end of the year.

A list of banks and payment organizations that allowed cybercrimes due to vulnerabilities in their information systems will be published monthly. If these crimes occur due to banks or payment operators failing to comply with information and cybersecurity requirements, they will be obliged to compensate users for damages.
The Cyberculture Month will be held in November, with targeted advertising on the Internet and social networks warnings about various methods of cyber fraud.
Chairperson of the Legislative Chamber Committee for Innovative Development and IT Ilkhom Abdullayev said a law on combating crimes committed using IT would be developed and adopted in the near future.
