On 8 August 2025, H.E. Mr. Russ Jalichandra, Vice Minister for Foreign Affairs, presided over a seminar on “Safeguarding Digital Societies: Preventing Scam, Combatting Cybercrime,” co-hosted by the Ministry of Foreign Affairs, Ministry of Digital Economy and Society (MDES), and the Delegation of the European Union (EU) to Thailand, under the Enhancing the EU’s Security Cooperation in and with Asia and the Indo-Pacific (ESIWA+) project.

The Vice Minister and H.E. Mr. David Daly, EU Ambassador to Thailand delivered opening remarks reaffirming both sides’ commitment to deepen security cooperation to combat online scams. Professor Wisit Wisitsora-at, MDES Permanent Secretary, delivered a keynote address highlighting Thailand’s leading role at the national and regional level in tackling online scams, which is a government’s priority.

The seminar served as a platform for Thailand and the EU to exchange knowledge, experience and best practices in combatting cybercrime and online scams, as well as strengthening cooperation among public and private sectors, civil society, telecom providers and digital platforms to prevent, tackle, and respond more efficiently to cyber-enabled threats. The seminar brought together experts from Thailand’s and EU’s public agencies and the private sector to exchange views on (1) the complex nature of online scams linked to other transnational crimes such as human trafficking and money laundering, etc. which posed threats to economic and human security; (2) legal and operational frameworks; and (3) building public-private partnership, awareness and digital literacy, and promoting digital platforms’ role in cybercrime’s prevention and suppression.  

Mrs. Krongkanit Rakcharoen, Director-General of the Department of European Affairs, delivered closing remarks focusing on enhancing Thailand-EU cooperation on policy and practices to better address online scams. The seminar was attended by more than 150 participants, both on site and online, from public agencies, private sector, civil society, as well as Thai and foreign diplomatic missions.
