“I have consistently instructed Donald to report any such changes to the Highlands County Sheriff’s Office; however, as of that time, he had failed to do so,” Ramos wrote in his arrest report.

Wakeland, who arrived at the scene of the traffic stop (she owned the car Donald was driving) was asked to remain with the vehicle and wait for a deputy to respond. Ramos had asked her to remain on scene so he could pick up Donaldson’s cell phone. When deputies arrived, Wakeland had allegedly driven off with the cell phone and of course, her car. Ramos, who wanted Donaldson’s iPhone for his investigation, repeatedly asked Wakeland for Donaldson’s cell phone, but she repeatedly denied having it. Ramos said he allegedly caught her hiding the phone in her pocket while reviewing his body-worn camera.

Ramos, considering the black iPhone as evidence of Donaldson’s failure to register the new phone, repeatedly called Wakeland’s phone several times over the next couple of hours but she failed to answer.

She also allegedly concealed it in her home, Ramos said.

After citing Florida statutes against withholding information about a sexual predator’s noncompliance; or harbors, or attempts to harbor a sexual predator, Ramos arrested Wakeland after repeatedly asking her to hand the phone over.

The crime is a third-degree felony punishable by five years in prison or a $5,000 fine.
