A new interagency clearinghouse will centralize AI vulnerability reporting and triage, promising faster fixes for energy and finance systems while raising questions about funding and oversight.

The White House is launching a new AI cybersecurity center – a clearinghouse called Gold Eagle – to coordinate the protection of critical infrastructure from cyber threats and to align the actions of the government, business, and service providers.

Industries and critical infrastructure are rushing to keep up with AI model development: they are becoming more capable of detecting and exploiting vulnerabilities, as well as defending systems. Some AI developers are holding back broad releases of advanced models to give partners time to fix vulnerabilities before mass deployment.

The Gold Eagle clearinghouse itself will be a joint project between the U.S. Department of the Treasury, the Department of Homeland Security, and the Department of Defense. The platform will bring together AI and cybersecurity companies and critical infrastructure providers – specifically energy providers and banks – to enable effective communication and coordination of efforts.

New capabilities allow vulnerabilities to be detected at a scale not seen before.

The main goal of the clearinghouse is to avoid duplication of efforts and waste of resources on the same vulnerabilities, ensure their validation, and, if needed, direct the efforts of industry and government engineers toward triage, prioritization, and remediation of these deficiencies.

The White House has not disclosed which companies are involved in the project, describing them as “open-source partners and American critical infrastructure companies.” Open-source software has open source code that allows anyone to view, use, modify, and distribute it. The most well-known AI models from companies such as OpenAI, Google, and Anthropic remain closed-source.

Open-source software is widespread, but it is typically maintained by volunteers who may lack funding or time to ensure code security.

In 2021, a critical flaw in open-source software left hundreds of millions of devices worldwide vulnerable and prompted an urgent response from administration officials.

The clearinghouse announcement appeared as a requirement set forth in an executive order signed by President Donald Trump in June.

The order also provides a framework under which AI companies must submit advanced models to the federal government for review at least 30 days before releasing them to trusted partners. The framework system, which is planned to launch at the beginning of August, has not yet been publicly approved.

By contrast, the White House has already limited the release of new models through other channels – namely by delaying the export-control ban on Anthropic, which was subsequently lifted. There was also a request to OpenAI to limit the release of its latest model.

This fragmented approach to regulating the release of new models has attracted widespread attention in the AI industry and calls for more coordinated regulatory norms.
